Efforts to collect exit biometrics have hit several stumbling blocks since the 2004 release of the 9/11 Commission report, which urged the federal government to keep better records of who's leaving the country.
Although many of the 9/11 Commission recommendations have yet to be fulfilled, they offered a valuable road map that can help the nation avoid repeating many of the mistakes that were made leading up to the attacks.
When the 9/11 Commission finished its work on August 21, 2004, it transferred legal custody of its records to NARA.
