Afanas’ev, Stepan Ivanovich 

Born Oct. 25 (Nov. 6), 1894, in Shestovskoe, Yaroslavl Province; died Jan. 13, 1965. Soviet Party figure and economic worker. Communist Party member from 1912.

Afanas’ev graduated from the Rybinsk Mechanical Engineering School. He began working in plants in St. Petersburg in 1912. He became a member of the Narva-Petergof RSDLP raion committee in 1914 and a member of its bureau in 1916. After the February Revolution of 1917 he was a member of the Petrograd soviet and conducted active agitation and propaganda in the region. After the October Revolution of 1917, he was a member of the executive committee of the Petrograd soviet and vice-chairman and then chairman of the Narva-Petergof soviet. From August 1919 on, he was a political worker in the Red Army. From November 1920 on, he was assistant chief of the political education department of Petrograd Province and then chairman of the Narva-Petergof raion soviet. He was manager of the Putilov plant from February 1922. He held high economic positions for more than 30 years, was repeatedly elected member of the Leningrad oblast and city Party committees, was a member of the All-Russian Central Executive Committee, and was a candidate member of the ACP (Bolshevik) Central Committee in the years 1930–34. He was awarded the Order of the Red Banner of Labor and medals.
