All-China National People’s Congress 

according to the 1954 Constitution of the People’s Republic of China, the highest organ of state power and the only legislative body of the People’s Republic of China. Deputies to the National People’s Congress are elected to four-year terms by people’s congresses of the provinces, autonomous regions, and centrally administered cities according to a constitutionally established norm. A part of the deputies must represent the national minorities, the armed forces, and Chinese living abroad. The National People’s Congress elects the chairman and vice-chairman of the People’s Re-public of China and confirms the composition of the government (the State Council); it also elects the chairman of the Supreme People’s Court and the procurator-general. In the period between sessions of the National People’s Congress, the highest organ of state power is the Standing Committee, which the congress elects.
