All-Union Conference of the CPSU
a conference of representatives of local Party organizations and of members of central Party agencies convoked by the Central Committee (CC) of the CPSU as need arose between congresses of the Party to discuss pressing questions of Party policy. The procedural rules for holding all-Union conferences of the CPSU are determined by the CC CPSU (CPSU Statutes, par. 40). All-Union conferences were convoked until 1941 (Eighteenth All-Union Conference of the ACP [Bolshevik]). The Nineteenth Congress of the CPSU (October 1952) recognized that there was no need to convoke all-Union conferences and that pressing questions of Party policy could be discussed at Party congresses and at plenary sessions of the Central Committee. The Twenty-Third Congress of the CPSU (March-April 1966) resolved to restore an article to the Party Statutes giving the CC CPSU the right to convoke all-Union conferences of the CPSU.
