UN Secretary General Ban Ki-moon said that exactly 11 years ago, governments, international organizations, parliamentarians and civil society gathered for the historic signing of the land-mine convention which banned those anti-personnel weapons.
Representatives of about 100 nations began signing the ambitious treaty Dec 3 morning formally renouncing the use of the bombs, typically anti-personnel weapons that eject dozens of explosive bomblets when detonated.
Ackerman responded by insisting that these dangerous anti-personnel weapons were "used in self-defense.
