Army Commander 

(second and first rank), a military rank in the ground forces and the air force of the Red Army. It was introduced on Sept. 22, 1935, by a resolution of the Central Executive Committee and Council of People’s Commissars of the USSR. The corresponding ranks in the navy are flag officer second and first rank and among the military political personnel, army commissar second and first rank. On May 7, 1940, these ranks were replaced by general and admiral military ranks.
