Association of Caribbean States (ACS)Trading bloc composed of 25 countries of the Caribbean basin. Responding to a proposal by Pres. Bill Clinton for a Free Trade Area of the Americas (FTAA), existing Caribbean-area trading blocs joined forces in 1995 to strengthen their economic position and ease future integration into the FTAA. Prominent in the ACS are the Caricom countries (13 English-speaking countries and Suriname), which have been struggling toward a single market and economy along the lines of the European Union. The ACS has addressed such issues as unifying responses to natural disasters, ending the U.S. embargo of Cuba, and ending shipments of nuclear materials through the Panama Canal. | Already a leader in the Caribbean Community (CARICOM) and the headquarters of the Association of Caribbean States (ACS), Trinidad and Tobago is bidding to host the permanent Secretariat of the Free Trade Area of the Americas (FTAA). On 15 October, the Association of Caribbean States and the Organization for Economic Cooperation and Development were invited to participate in the sessions and work of the Assembly as observers. I am shortly to be meeting all the Latin American presidents, having already met every one of the prime ministers of the Caribbean, to see how to put together what we are planning to call the Association of Caribbean States which, for the first time, would create an institutional link across the English, Spanish, French, and Dutch-speaking divide. |
