The underlying central issue to every regime since independence is the conflict between Sudan's ruling elite in the north and its minority populations, most especially the southern masses, predominantly the Nilotic Dinka and Nuer peoples of Bahr al-Ghazal, and other ethnic groups in Upper Nile and Equatoria. Dinka officer and former SPLA commander Kerubino Kuanyin Bol viewed himself as senior to the Nuer Machar; after rampaging through northern Bahr al-Ghazal and shifting allegiance several times, Kerubino was assassinated in the fall of l999. It is clear that the continuing and present claims of a resumption of the domestic slave trade especially in northern Bahr al-Ghazal by the PDF militias are correct. |
