On the northeastern border of OR; organized Sep 22, 1862 from Wasco County. Name Origin: For Col. Edward Dickinson Baker (1811-61), officer in the Civil War, U.S. representative from IL (1845-47; 1849-51), and U.S. senator from OR (1860-61).
