On the southwestern border of NE, south of Scottsbluff; organized Nov 6, 1888 from Cheyenne County. Name Origin: Named by the citizens who wanted the county to be the "banner county" of the state.

Pop 2005: 733. State rank: 87. Pop change: 2000-20005 -10.50%; 1990-2000 -3.90%. Pop 2000: 819 (White 93.90%; Black or African American 0.10%; Hispanic or Latino 5.60%; Asian 0.10%; Other 3.90%). Foreign born: 0.90%. Median age: 39.90.
Income 2000: per capita $17,149; median household $31,339; Pop below poverty level: 13.60%. *Personal per capita income 2000-2003: $17,362-$24,318.
