It failed to penetrate to Tiflis and never created the Caucasian forces to hold the railway line between Batum, Tiflis and Baku. As a rule, temporary units of different component services were raised specifically to aid the army: Naval Forces of the Gulf of Riga in the Baltic Sea, and Batum Squadron and Western Squadron in the Black Sea. Allowed leeway by the irresolute Czar, the Russian diplomat focused on two objectives: Besserabia and the Black Sea towns of Batum and Kars. |
