Bibikov, Dmitrii Gavrilovich 

Born 1792; died Feb. 22 (Mar. 6), 1870, in St. Petersburg. Russian statesman.

Bibikov took part in the Patriotic War of 1812. In December 1837 he was appointed military governor of Kiev, Podolia, and Volynia, and from 1852 to 1855 he was minister of the interior.

Bibikov actively pursued a great power policy. For the purposes of weakening Polish influence and Russianizing the Ukraine, he replaced local bureaucrats with Russians and conducted a verification of the rights of the Polish nobility to noble status. As a result, part of the Polish nobility was transferred to a taxable estate. From 1846 to 1847, Bibikov developed the inventory rules that established normative relations between serfs and landlords in the southwestern provinces.
