Bié 

a plateau in central Angola, composed primarily of Precambrian granite and gneiss. In the center the elevation is 1,700–1,800 m; in the north, east, and south the elevation drops to 1,400–1,500 m. In the west the Cerra-Corbo-d’Ándrade Mountains (Mount Moco, 2,610 m) rise above the plateau. The Bié has sparse, deciduous savanna forests and iron deposits. It is an important region for grain cultivation and herding.

To address tribes' needs for cultural preservation, NCLBA allows tribal groups to waive all or part of BIE's definition of AYP and propose an alternative, with technical assistance from BIE and the Department of Education, if requested.
Officials from the BIE office in Albuquerque also did not return calls.
