Boreman, Arthur I. (Ingram) (1823–96) governor, U.S. senator; born in Waynesburg, Pa. A Virginia lawyer opposed to secession, he led the Wheeling Convention (1861) to establish a pro-union government in West Virginia, becoming the first governor (Rep., 1863–69) of the new state.
