Boreman, Arthur I. (Ingram) (1823–96) governor, U.S. senator; born in Waynesburg, Pa. A Virginia lawyer opposed to secession, he led the Wheeling Convention (1861) to establish a pro-union government in West Virginia, becoming the first governor (Rep., 1863–69) of the new state. In the U.S. Senate (1869–75), he chaired the committee on the territories, returning to the law afterward.
