Bor’ian, Bagrat Artemovich 

Born Sept. 7 (19), 1882; died 1938. Soviet statesman and Party figure. Member of the Communist Party from 1903.

Bor’ian was born into a peasant family in the village of Nizhnii Chambarak, Elizavetpol’ Province. He took part in the revolutionary activities in Baku in the years 1905–07. From 1912 to 1913 he was a member of the Baku committee of the RSDLP. From 1913 to 1915 he was a member of the Party’s Tbilisi committee. During World War I (1914 to 1918) he worked with soldiers on the Caucasian Front. He suffered repression for his work. After the 1917 February Revolution he became a member of the St. Petersburg committee of the RSDLP (Bolshevik); in 1917 and 1918 he was a member of the Party’s Baku committee and commander of the Red Guard in the Sabunchi-Balakhan region. Bor’ian fought actively for the establishment of Soviet power in the Caucasus and thereafter did responsible Party and government work for the People’s Commissariat of Agriculture and the Russian section of the Armenian Trade Organization. He was also a member of the board of directors of the Gosbank (State Bank) of the USSR and a member of the board of the People’s Commissariat of Finance. At the 15th and 16th Party congresses he became a member of the Central Control Commission of the All-Union Communist Party (Bolshevik). He was also a member of the All-Union Central Executive Committee and the author of a number of scholarly works.
