Boundary Markers 

in the USSR, markers designating land-use boundaries. They are usually wooden posts 1.5 m high and at least 15 cm in diameter. An impression of the hammer and sickle and the letters “USSR” are burned into the top of the post. A stone, brick, or piece of glass is placed at the base of the post so that if the boundary marker is lost it can be replaced easily. A flat mound is built up around the post and a small ditch is dug around it. Boundary markers are placed at the turning points of boundaries; where boundaries extend in a straight line for more than 500 m, posts are placed at intervals of 500 m. Boundaries along rivers and lakes are marked only where they intersect land boundaries.

So there was a law against moving the boundary markers that separated neighboring households, charging interest on loans to the poor, intimidating poor borrowers, or keeping their coats as a guarantee on their loan.
The revised rules state: "The Cemetery Department may remove anything determined to be objectionable, injurious or inappropriate," and "No settees, urns, candles, solar lights, structures, iron work, fences, bricks, rock gardens, boundary markers, plant hooks or other non-plant decorations shall be placed on any lot without prior written approval of the Cemetery Department.
