Briukhanov, Nikolai Pavlovich 

(party pseudonyms, Andrei and Andrei Simbirskii; literary pseudonym, N. Pavlov). Born Dec. 16 (28), 1878; died June 30, 1943. Soviet state and Party figure. Active in the revolutionary movement from 1896. Member of the Communist Party from 1902.

Briukhanov was born in Simbirsk into the family of a surveyor. He studied at Moscow University and participated in the student movement in Moscow and Kazan. He was repeatedly arrested and exiled. He was a member of the Kazan committee of the RSDLP in 1903 and of the Ufa committee in 1906. He was a delegate to the Fifth Congress of the RSDLP (1907). From 1907 he was a member of the Ural Oblast committee of the RSDLP and participated in the editing of the newspaper Ural’ skii rabochii.

After the February Revolution of 1917, Briukhanov was a member of the united committee of the RSDLP, chairman of the Ufa soviet, and a delegate to the Seventh (April) All-Russian Conference of the RSDLP (Bolshevik). From Oct. 26, 1917, he was a member of the Ufa Province revolutionary committee. From February 1918 he worked in the People’s Commissariat of Foodstuffs as a member of the collegium and as deputy people’s commissar; from December 1921 he was People’s Commissar of Foodstuffs of the RSFSR and, simultaneously, chief of the Central Board for the Supply of the Red Army and a member of the Council of Labor and Defense. From 1923. Briukhanov was People’s Commissar of Foodstuffs of the USSR and from 1924, Deputy People’s Commissar of Finance. He was People’s Commissar of Finance of the USSR from 1926 to 1930. He was Deputy People’s Commissar of Supply of the USSR from 1931 to 1933, and from 1933 he was vice-chairman of the Central Commission for Determining Harvest Yields under the Sovnarkom (Council of People’s Commissars) of the USSR. At the Fifteenth and Sixteenth congresses of the ACP (Bolshevik) he was elected a candidate member of the Central Committee of the ACP (Bolshevik).
