Bruce, David K. (Kirkpatrick) E. (Este) (1898–1977) statesman, diplomat; born in Baltimore, Md. He served in the field artillery in World War I and was admitted to the Maryland bar in 1921. He was with the Foreign Service (1925–27) and then turned his attention to business and farming (1928–40). He helped to organize the Office of Strategic Services (1941). As director of the Economic Cooperation mission (1948–49) he administered the Marshall Plan in France. He was ambassador to France (1949–52), to West Germany (1957–59), and to Great Britain (1961–69). He was a representative to the Vietnam Peace Talks in Paris (1970–71) and liaison officer to Communist China (1973–74). His career culminated with the post of ambassador to NATO (1974–76).
