Commander in Chief 

the commander of forces (navy, air force) in any one theater of military action or strategical axis, or of separate armed services.

In the past, the commander in chief was appointed to lead the entire active army, but, with the appearance of fronts, commanders in chief began to be appointed for each front. In the Soviet armed forces, there are commanders in chief for strategic rocket forces, land forces, the navy, the air force, national air defense forces, and the group of Soviet troops temporarily located in the German Democratic Republic. There is also a commander in chief of the united armed forces of the Warsaw Treaty countries.
