Caspar Headlands State Beach & State Reserve Location: Reserve is 4 miles north of Mendocino on the Pacific Coast; Beach is 2 miles north of Russian Gulch on the coast access road (Point Cabrillo Drive). Facilities: Beach. Activities: Fishing, whale watching. Special Features: Beach consists of miles of undeveloped beach adjacent to the headlands, which offer a panoramic ocean view. It's a good place to watch for migrating gray whales. The reserve contains a small strip of rugged coastline featuring sculpted rocks, wildflowers, and surf. A permit is needed to enter the reserve.
