On the central western border of NM, west of Albuquerque; organized Jun 19, 1981 from Valencia County. Name Origin: For the Cibola National Forest, part of which is within the county. Origin and meaning of name unknown; possibly a transliteration of Zuni Indian shiwina, the name for their tribal range; or possibly from Isleta Indian sibulada 'buffalo.'

Area (sq mi): 4541.71 (land 4539.21; water 2.50). Pop per sq mi: 6.10.
Pop 2005: 27,620. State rank: 17. Pop change: 2000-20005 7.90%; 1990-2000 7.60%. Pop 2000: 25,595 (White 24.70%; Black or African American 1.00%; Hispanic or Latino 33.40%; Asian 0.40%; Other 59.00%). Foreign born: 2.30%. Median age: 33.10.
Income 2000: per capita $11,731; median household $27,774; Pop below poverty level: 24.80%. *Personal per capita income 2000-2003: $14,935-$16,926.
Unemployment 2004: 5.90%. Change from 2000: 0.30%. Median travel time to work: 23.50 minutes. Working outside county of residence: 22.10%.
