Clark, Joseph S. (Sill) (1901–90) U.S. senator; born in Philadelphia. A crusading mayor of Philadelphia (1951–56), he was elected to the U.S. Senate (Dem., Penn.; 1957–69), where he sponsored antipoverty legislation.
