Clement, Frank (Goad) (1920–69) governor; born in Dickson, Tenn. A lawyer, FBI agent, and army veteran, he fought for reduced rates as Tennessee Public Utilities Commission counsel (1946–50). As Democratic governor of Tennessee (1953–59, 1963–67), he supported funding for education and public health and proclaimed his opposition to segregation, but in 1964 he refused to sign a fair practices code.
