In south-central GA, northwest of Valdosta; organized Jul 30, 1918 from Berrien County. Name Origin: For Gen. Philip Cook (1817-94), Confederate officer and U.S. representative from GA (1873-83).

On the northeast border of IL bounded on east by the western shore of Lake Michigan; organized Jan 15, 1831 from Putnam County. Name Origin: For Daniel Pope Cook (1794-1827), first attorney general of IL and U.S. representative (1819-27).

    Beginning with a brief history of the juvenile court, the first of which the author identifies as Cook County, Illinois, in 1899, the book traces the early courts that were fostered by "idealists and radical thinkers" who "took the high ground, seeking a true emancipation for delinquent and dependent children" to the harsher treatment of jail sentences and reform schools that other groups would endorse.
    Behavioral health advocates are trying to change this, and in this issue we feature efforts in America's largest court system, in Cook County, Illinois, to improve the lives of people with mental illness who end up in the judicial system (page 41).
    Court cases from Cook County, Illinois, dating from the same period reveal that judges often believed girls' claims of incest, even when contradicted by testimony from adult members of the family.
