Cutler, Lloyd N. (Norton) (1917– ) lawyer; born in New York City. A partner in Washington, D.C., law firms from 1946, during the ensuing decades he served on numerous national commissions dealing with everything from North African land-lease, Latin American liquidation, and civil rights to ethics, violence, Canada, and strategic forces.
