The campaign is the result of a collaboration between Crescent Consulting, DGS Consulting, LLC, and Carol Garvin Associates, who recently won a contract from Opportunity Downtown--a program administered by the Lower Manhattan Construction Command Center to ensure women and minorities are included in the 59 projects centered in a one-mile cross area being rebuilt downtown.
The Department of Fleet Administration under DGS owns 6,400 automobiles, many of which it rents to other government agencies, according to the Bureau of State Audits.
In the fall of 2003, the sounds of bulldozers roared through the air as contractors working for DGS began demolishing two abandoned buildings, the former Division of Consolidated Laboratory Services building and the former Motor Fuel Lab, both located at the corner of 14th and Bank Streets in downtown Richmond.
