A separate utility program that comes with DOS, such as Format, Diskcopy, XCopy, Tree, Backup and Restore, but is not resident within DOS, such as Copy and Dir.

The directory that contains these programs should be on the path so that you can run them no matter which directory you're in. Contrast with DOS internal command.
