in institutions of higher learning, the head of a faculty. In the USSR deans are elected to three-year terms by secret ballot of the council of an institution of higher learning (or the council of a department), and they are chosen from among professors and the most experienced lecturers. The dean is responsible for the quality of educational and scientific work in the faculty and is the chairman of the faculty council.
