Douglas, Paul H. (Howard) (1892–1976) U.S. senator, economist; born in Salem, Mass. An economist, he taught at the University of Chicago, and studied wage theory before his election to the U.S. Senate (Dem., Ill; 1949–67). A liberal, he shaped much of the Civil Rights legislation of the 1960s, and was concerned with urban and housing issues. He returned to an academic career after leaving the Senate.
