Durnovo, Ivan Nikolaevich 

Born Mar. 1 (13), 1834, in Chernigov Province; died May 29 (June 11), 1903, near Berlin; buried in St. Petersburg. Russian statesman, a reactionary.

Durnovo graduated from the Mikhail Artillery School. He was governor of Chernigov Province from 1863 to 1870 and of Ekaterinoslav Province from 1870 to 1882. He became deputy minister of internal affairs in 1882 and was minister of internal affairs from 1889 to 1895. Durnovo was one of the pillars of reaction in Russia in the 1880’s and early 1890’s. During his ministry, the reactionary Counterreforms were implemented, including those on land captains (1889), zemstvo (local self-government) institutions (1890), and the municipal franchise (1892). He was chairman of the Committee of Ministers from 1895 to 1903.
