On the northeastern border of the LA panhandle; organized Mar 28, 1877 from Carroll Parish. Name Origin: From the division of Carroll Parish into two parishes, East and West. Originally for Charles Carroll (1737-1832), signer of the Declaration of Independence and U.S. senator from MD (1789-92)
