In central IL southeast of Decatur; organized Feb 15, 1831 from Fayette and Crawford counties. Name Origin: For either Thomas Howard (1746-91), 3rd Earl of Effingham, who supported the Americans during the Revolutionary War, or Gen. Edward Effingham, who resigned from the British Army rather than fight the colonists.

Area (sq mi): 479.90 (land 478.70; water 1.20). Pop per sq mi: 72.20.
Pop 2005: 34,581. State rank: 45. Pop change: 2000-20005 0.90%; 1990-2000 8.10%. Pop 2000: 34,264 (White 98.20%; Black or African American 0.20%; Hispanic or Latino 0.70%; Asian 0.30%; Other 0.90%). Foreign born: 1.00%. Median age: 35.70.

    On the central eastern border of GA, north of Savannah; original county; organized Feb 5, 1777 (prior to statehood) from Saint Mathew and Saint Phillips parishes. Name Origin: For Thomas Howard (1746-91), Earl of Effingham, a pro-colonist English army officer.
