Cheliev, Egor Gerasimovich
Born 1771; died circa 1839. Russian builder. In his youth, Cheliev worked as a land surveyor in Saratov. Around 1801 he went to live in Moscow, where he helped plan and rebuild the city after the fire of 1812. He invented a hydraulic binder having properties similar to those of portland cement. In 1825, Cheliev published Complete Instructions on the Preparation of a Cheap and Superior Mortar or Cement of Great Strength for Underwater Constructions, in which he described the composition and method of preparation of the cement.
