Elbeuf (ĕlböf`), town (1990 pop. 16,750), Seine-Maritime dept., NW France, in Normandy, on the Seine River. It is the center of an industrial complex and is a river port. The town has been famous as a woolen center since the 16th cent. but was heavily industrialized after World War II. Automobile parts, electrical equipment, and chemicals are among the manufactures.
