Eliutin, Viacheslav Petrovich 

Born Feb. 26 (Mar. 11), 1907, in Saratov. Soviet metallurgist and statesman; corresponding member of the Academy of Sciences of the USSR (1962). Member of the CPSU since 1929.

Eliutin graduated from the Moscow Institute of Steel in 1930. His major works have been on ferroalloys, refractory and high-temperature materials, and higher education. In 1951 he was appointed first deputy minister and in 1954 minister of higher education of the USSR and in 1959 minister of higher and secondary specialized education of the USSR and chairman of the Supreme Certifying Commission. Eliutin was elected alternate member of the Central Committee of the CPSU at the Twentieth Congress of the CPSU and member of the Central Committee at the Twenty-second through Twenty-fourth Congresses. He was a deputy to the sixth through eighth convocations of the Supreme Soviet of the USSR. He has been awarded the State Prize of the USSR (1952), three Orders of Lenin, four other orders, and medals.
