IFRIC 3, Emission Rights, specifies how companies should account for their participation in government programs to reduce greenhouse gas emissions.
That way, people who want to emit more than their quota could buy emission rights from those who use less.
The Kyoto Protocol, however, only allows for trading emission rights among the Annex B countries (and the European delegates lobbied to limit even that).
