Emliutin, Dmitrii Vasil’evich 

Born 1907 in the village of Lby, now in Briansk Oblast; died July 19, 1966, in Saratov. One of the leaders of the partisan movement during World War II. Hero of the Soviet Union (Sept. 1, 1942); colonel. Member of the CPSU from 1931.

Emliutin was born into the family of a peasant and was employed as a locksmith. From 1929 to 1931 he served in the Red Army. After demobilization, he was assigned to work in various organs of state security. Beginning in October 1941 he served in a partisan detachment operating in the enemy’s rear in the Briansk forests. In April 1942 he took charge of the centralized command of all partisan detachments operating in the southwest raions of Orel Oblast and in the northern part of Sumy Oblast. The partisans drove the German occupiers out of 370 populated centers and organized a partisan territory comprising over 200,000 people in the southern part of the Briansk forests. The centralized command under Emliutin successfully’directed the defense of this territory against two German and two Hungarian divisions in the summer of 1943. At the end of 1943, he began working in the central headquarters of the partisan movement and later in state security agencies. He retired in 1957. Emliutin was awarded the Order of Lenin, the Order of the Red Banner, the Order of the Red Star, and various medals.
