Farrar, Edgar Howard (făr`ər), 1849–1922, American lawyer, b. Concordia, La. He made his home in New Orleans, where he had a large corporation practice. He was active in municipal reform movements and in the founding of Tulane. Among his writings two of the best known are Legal Remedy for Plutocracy (1902) and State and Federal Quarantine Powers (1905). In 1912–13 he assisted Arsène Pujo Pujo, Arsène Paulin (arsĕn` pôlăN` püzhō`), 1861–1939, U.S. congressman, b. Lake Charles, La.
