a specially constructed auxiliary vessel whose purpose is to provide a maneuverable base, midcourse (partial) repair of armament and materiel, technical equipment, and supplies for the personal or stock needs of the staff of naval units on ships (submarines, launches, seaplanes, etc.) which have limited possibilities or cramped living quarters.
