In northeastern LA, southeast of Monroe; organized Mar 1, 1843 from Catahoula, Ouachita, and Madison parishes. Name Origin: For Benjamin Franklin (1706-90), U.S. patriot, diplomat, and statesman.

Area (sq mi): 635.43 (land 623.61; water 11.82). Pop per sq mi: 32.70.
Pop 2005: 20,380. State rank: 47. Pop change: 2000-20005 -4.20%; 1990-2000 -5.00%. Pop 2000: 21,263 (White 66.80%; Black or African American 31.60%; Hispanic or Latino 0.80%; Asian 0.20%; Other 1.00%). Foreign born: 0.60%. Median age: 35.90.
