On the southwestern border of TX panhandle, north of Odessa; organized Aug 21, 1876 from Bexar County. Name Origin: For James Gaines (1776-1850), signer of the TX Declaration of Independence (1836) and TX legislator (1838-42).

Area (sq mi): 1502.84 (land 1502.35; water 0.49). Pop per sq mi: 9.80.
Pop 2005: 14,712. State rank: 139. Pop change: 2000-20005 1.70%; 1990-2000 2.40%. Pop 2000: 14,467 (White 60.80%; Black or African American 2.30%; Hispanic or Latino 35.80%; Asian 0.20%; Other 17.40%). Foreign born: 18.90%. Median age: 29.70.
Income 2000: per capita $13,088; median household $30,432; Pop below poverty level: 21.70%. *Personal per capita income 2000-2003: $18,763-$23,506.
Unemployment 2004: 5.50%. Change from 2000: 1.00%. Median travel time to work: 17.40 minutes. Working outside county of residence: 19.40%.

The damage survey was conducted in Gaines County where the highest wind gusts and most damage were reported.
A graveside service and inurnment will be held later this month at Gaines County Memorial Cemetery in Seminole, Texas.
This expansion, which is supported by long-term contracts, will be based on the design of the partnership's 75,000 BPD Hobbs fractionator in Gaines County, Texas that began service in August 2007.
