Garrett, Finis (James) (1875–1956) U.S. representative; born in Ore Springs, Tenn. A newspaperman and lawyer before going to the U.S. House of Representatives (Dem., Tenn.; 1905–29), he was a fiscal conservative but an internationalist who supported the League of Nations. Deprived of a federal judgeship in 1921 by the Republican majority in Congress, he championed the Democratic party on nationwide speaking tours.
