This causes the water in lakes and rivers to evaporate, or change from liquid to a gaseous water vapor.
Gaseous water (or water vapor) is what makes up clouds, fog, and steam.
One hypothesis is that X-rays from the Sun were absorbed by a cloud of gaseous water molecules surrounding the nucleus of the comet.
