Glavsotsvos 

(Chief Administration for Social Upbringing and Polytechnic Education), established within the People’s Commissariat for Education of the RSFSR (Narkompros) in 1921. Glavsotsvos directed preschool institutions and general education schools and was responsible for the social-legal custody of children and raising the qualifications of all personnel in the field of social upbringing. Glavsotsvos and the scientific-pedagogical section of the State Scientific Council drew up curricula and programs, supervised the writing of textbooks, and directed the compilation of training aids and methodological handbooks. Experimental stations and experimental demonstration schools were also placed under the authority of Glavsotsvos. It carried out its supervision of first- and second-level mass schools through local organs of popular education and inspectors from Narkompros. It had subdepartments responsible for social upbringing within the oblast, provincial, and district departments. In connection with the resolutions adopted by the Central Committee of the party on Sept. 5, 1931, and Aug. 25, 1932, Glavsotsvos was reorganized.
