Golovnin, Aleksandr Vasil’evich 

Born Mar. 25 (Apr. 6), 1821. in St. Petersburg; died there Nov. 3(15). 1886. Russian statesman. Son of V. M. Golovnin.

Golovnin served in the Main Naval Staff from 1848 to 1859. In the 1850’s he was one of the directors of the journal Morskoi sbornik (Naval Collection). He participated in the organization of expeditions by writers and scholars to study Russia’s economy and ethnography. He was minister of popular education from December 1861 to April 1866. Golovnin’s name is connected with bourgeois reforms in education and culture (the university statute of 1863, the statute on Gymnasiums of 1864, the censorship statute of 1865). Golovnin went into retirement in connection with the attempted assassination of Alexander II by D. V. Kara-kozov in 1866 and was appointed a member of the State Council. He was engaged in the collection of sources on the history of the reign of Alexander II.
