Gosplan

Gosplan

Central board that supervised various aspects of the planned economy of the former Soviet Union. The name is an abbreviation of the Russian for “State Planning Committee.” Established in 1921, Gosplan originally advised the government but assumed a more comprehensive planning role in 1928, when the First Five-Year Plan was adopted in an effort to bring about rapid industrialization and collectivization. Throughout the existence of the Soviet Union it was responsible for translating general economic objectives outlined by the Communist Party into specific national plans. This will be the last Russian administration whose leadership has extensive roots in the KGB, Gosplan, and the other organizations of the former Soviet Union.
Kraval', the head of the statistics division of Gosplan, heralded the Soviet Union's fertility rate as higher than that of most western European countries, and he argued that this fact proved the superiority of socialism over capitalism.
On the economic side, whatever problems there are, state ownership has been largely replaced by private ownership; economic decisions are no longer made by the state planning agency, GOSPLAN, but (however imperfectly) by the marketplace; in place of a fixed exchange rate, the ruble is convertible and remains so, despite the current crisis.
