Gosplan

Gosplan

Central board that supervised various aspects of the planned economy of the former Soviet Union. The name is an abbreviation of the Russian for “State Planning Committee.” Established in 1921, Gosplan originally advised the government but assumed a more comprehensive planning role in 1928, when the First Five-Year Plan was adopted in an effort to bring about rapid industrialization and collectivization. Throughout the existence of the Soviet Union it was responsible for translating general economic objectives outlined by the Communist Party into specific national plans. In the same year the defence sector of Gosplan was created and it remained important down to the end of Soviet planning.
In 1957, he was dismissed from Gosplan and sent back to work in the provinces - in Krasnodar and his old haunt in the North Caucasus.
In his Brussels speech, Bukovsky likened the EU's 80,000 pages of regulations to the USSR's huge Gosplan where everything in the entire Soviet sphere of influence was planned as much as five years ahead.
