Gubel’man, Moisei Izrailevich 

Born Dec. 31, 1883 (Jan. 12, 1884) in Chita; died Jan. 12, 1968, in Moscow. Soviet party and trade-union figure. Member of the Communist Party from 1902.

Born into the family of an exiled teacher, Gubel’man graduated from the Chita Mining School. In 1906 he was a member of the Chita committee of the RSDLP. He was repeatedly arrested. After the February Revolution of 1917 in Vladivostok he was a member of the oblast party committee and the presidium of the executive committee of the soviet. In 1918 he was commissar of the First Far East Socialist Detachment of the Red Guard and a member of the Far East Council of People’s Commissars. During the Kolchak period Gubel’man did underground party work. He was a member of the Revolutionary Staff, chairman of the Far East Oblast party committee, and a member of the Far East bureau of the Central Committee of the RCP (Bolshevik). In November 1920 he became secretary of the Amur regional committee of the RCP (Bolshevik), and from late 1923 he worked in the Central Union of Consumer Societies in Moscow. During 1926–29, Gubel’man was chairman of the Zamoskvorech’e District Supervisory Commission of the ACP (Bolshevik) and a member of the Moscow Supervisory Commission and Moscow Workers’ and Peasants’ Inspection Committee. During 1930–31 he was secretary of the party collegium of the Moscow Supervisory Commission of the ACP (Bolshevik), and in 1933 he became chairman of the central committee of the trade union for state-trade workers. Gubel’man was a delegate to the Fourteenth through Sixteenth Party Congresses. In 1947 he retired on a pension. He was awarded the Order of Lenin and two other orders.
