Hallgren, Richard E. (1932– ) meteorologist; born in Kersey, Pa. His award-studded career was dedicated to improving the administration of organizations to enhance the development of meteorology. He directed the National Weather Service (1979–88) and held posts in the National Oceanic and Atmospheric Administration before becoming executive director of the American Meteorological Society (1988).
