On the central southern border of NE, southwest of Kearney; organized Jun 3, 1871 from Lincoln County. Name Origin: For either Thomas Harlan, a local official, or for his uncle, James Harlan (1820-99), U.S. senator from IA (1855-65; 1867-73) and U.S. secretary of the interior (1865-66).

Area (sq mi): 574.18 (land 552.78; water 21.40). Pop per sq mi: 6.30.
