In southeastern OR; organized Feb 25, 1889 from Grant County. Name Origin: For Gen. William Selby Harney (1800-89), officer in the Black Hawk War, Seminole War, and Mexican-American War; commander of department of OR who was instrumental in opening eastern OR for settlement.

Area (sq mi): 10226.49 (land 10134.33; water 92.16). Pop per sq mi: 0.70.
Pop 2005: 6,898. State rank: 33. Pop change: 2000-20005 -9.30%; 1990-2000 7.80%. Pop 2000: 7,609 (White 89.70%; Black or African American 0.10%; Hispanic or Latino 4.20%; Asian 0.50%; Other 7.50%). Foreign born: 2.10%. Median age: 39.80.
Income 2000: per capita $16,159; median household $30,957; Pop below poverty level: 11.80%. *Personal per capita income 2000-2003: $21,140-$22,823.
Unemployment 2004: 9.90%. Change from 2000: -4.20%. Median travel time to work: 14.80 minutes. Working outside county of residence: 2.40%.
